Strengthening capacity to advance school connectivity is the common denominator of all four of Giga’s primary activities. This work ranges from implementing standards or supporting the adoption of tech solutions to enabling the right policy and regulation.Giga’s capacity development programmes give government leaders and tech experts in countries where Giga works the opportunity to learn about the tools we offer, exchange insights and develop school connectivity strategies tailored to their individual needs. It is the focus of the Giga Learning Hub in our Geneva Connectivity Centre, as well as the Government Tech Exchange Programme in Barcelona.
Building the skills to connect every school
The Giga Learning Hub, managed by the ITU Academy, leverages ITU’s technical knowledge, capacity development experience and regulatory frameworks. This includes “training,” which refers to all structured capacity development courses and activities that include assessment and certification. Other types of capacity development activities – such as workshops, networking events, hackathons, information session, fireside talks, and events like conferences and symposiums – are carried out under the broader umbrella of the Giga Learning Hub and not through the ITU Academy.
This work is helping to improve how countries plan, implement, and sustain digital infrastructure—bringing us closer to ensuring every child has access to online learning.

Giga Learning Hub

Based in Geneva Connectivity Centre, the Learning Hub is our global centre for capacity building, focusing on regulatory, policy, and infrastructure expertise. It leverages ITU’s technical knowledge, capacity development experience and regulatory frameworks- delivering training though ITU Academy.
Key Learning Hub activities:
Open-Source Curriculum Development
Giga’s openly licensed learning materials cover school connectivity, infrastructure planning, and regulatory best practices, helping educators and policymakers drive inclusive digital education worldwide.
Showcasing Connectivity Solutions
The Learning Hub showcases scalable, open-source connectivity tools—showing how connecting schools and public institutions enables online education and digital transformation in government services.
Fellowships and Peer Learning
Activities such as global fellowships and peer to peer learning exchanges enable officials and partners to share insights on areas such as ICT procurement, cost-effective infrastructure, and innovative financing for school connectivity.
Multistakeholder Knowledge Sharing and Networking
We bring together voices from across the school connectivity ecosystem explore blockchain, infrastructure modelling, and investment solutions—closing the digital infrastructure gap and boosting access to online learning.
Government Technology Exchange Programme (GTEP)

The Government Technology Exchange Programme (GTEP) is a bi-annual event that brings together government leaders and key stakeholders from countries where Giga works to learn about the tools we offer and exchange insights and lessons learned in getting schools connected. Hosted at the Giga Technology Centre in Barcelona, GTEP is a unique opportunity for stakeholders to share ideas and collaborate on how open-source solutions can help us achieve universal school connectivity. GTEP emphasizes practical, hands-on training in the use of Giga’s open-source tools for mapping, monitoring, and managing connectivity infrastructure.
Key GTEP activities:
Technical Training on Open-Source Tools
Hands-on training in Giga’s open-source tools—covering school mapping, real-time connectivity monitoring, and infrastructure data analytics.
Capacity Strengthening for Field Teams
Equipping UNICEF regional and Country Office and ITU HQ and Regional Office staff with the skills to support Governments in using Giga’s tools.
Collaborative Exchange Programmes
Convening government teams to share lessons, foster innovation, and strengthen inclusive approaches to connecting schools.
